The Western Manitoba Regional Library (WMRL) has a staff of 30 individuals in its six branches. Director of Library Sevices

Job Summary:  

Guided by organizational strategies and the Board of Trustees, the Director of Library Services provides vision, leadership and direction to the Western Manitoba Regional Library in the five (5) communities it serves. The Director of Library Services has overall management responsibility for all library operations: human resources, policy development and implementation, financial management, community relations, information technology, marketing and promotions. 

Key Responsibilities: 

Leadership, Decision Making and Freedom to Act 

  • Provide leadership and direction in attracting, developing and motivating employees 
  • Demonstrate by example ongoing professional development 
  • Facilitate the development of a service delivery culture that reflects trends and meets the current and future needs of the library and its patrons 
  • Identify an organization structure and management style that meets organizational objectives  
  • Hold responsibility for all library operations, including compliance with relevant legislation and organization policies and procedures 
  • Attend board meetings, committee meetings and community events as requested 
  • Hold responsibility for directing all Human Resources activities of the organization 

Financial Management 

  • Provide ongoing leadership and direction in all areas of financial accounting, financial reporting and financial analysis and control  
  • Manage and monitor investments and/or borrowing; including daily cash balances 
  • Develop board approved annual operating and capital budgets 
  • Provide board requested financial forecasts 
  • Pursue funding sources such as grants etc. 
  • Facilitate annual audit processes 


  • Responsible for all aspects of collection management 
  • Ensure the equitable distribution of resources throughout WMRL to meet patron demand 

Information Technologies 

  • Maintain awareness of and implement emerging technologies 
  • Ensure the use of current information technologies for communication, promotion data collection and program evaluation 

Physical Premises 

  • Ensure the maintenance and safe operation of all library premises   

Competencies: Be a change leader that can build relationships in the communities. Be someone with strategic planning skills who can create organizational awareness with external partners, and provide solid decision-making skills that include budget management, knowledge of products and services and the ability to promote the library in the communities it serves.  

Education and Experience: 

  • University Degree and education in Library Science or equivalent education and experience. 
  • Five (5) years of recent management experience, preferably in a multi-branch library with a unionized workforce.

Administrative Assistant - TERM Position

The Administrative Assistant is a member of the WMRL’s administrative team. The Admin Assistant also serves as the secretary to the Director of Library Services and to the Regional Library Board.  This is a part-time, non-unionized position that reports directly to the Director of Library Services.

 Working Conditions:

27.5 hours per week. Office in the Downtown Branch.

This is a 1-year term position to fill a parental leave absence which may expire sooner.  A minimum of two (2) weeks notice, or one (1) pay period will be given.

This position is expected to start September 1, 2021.

Compensation: Commensurate with experience, Approx. $16/hour.



  • Attending all Regional Board Meetings and recording minutes;
  • Preparing and distributing Board Packages, including gathering monthly statistics from the other branches;
  • Maintaining records of all Board activities, policies, and documents;
  • Corresponding with external stakeholders on behalf of the Regional Board;
  • Other duties as assigned.


  • Acting as receptionist and secretary to the Director of Library Services in all areas, including handling public inquiries;
  • Corresponding with external stakeholders on behalf of the Library;
  • Gathering Library statistics and preparing Provincial Grant Applications;
  • Maintaining the administrative filing system;
  • Assisting in the creation of the Annual Report;
  • Providing new employee documents and keys and maintaining a staff key record;
  • Opening and distributing daily mail;
  • Ordering office supplies and maintaining inventory of same;
  • Receiving donations, preparing donation receipts and thank-you letters;
  • Record, prepare and distribute minutes from Brandon Staff meetings, Workplace Health and Safety Committee meetings;
  • Maintaining record of levy amounts and rent payments from municipal members;
  • Working with the Director and Bookkeeper to maintain the Library’s invoicing and other financial documentation;
  • Assisting in the administrative side of managing the Library’s collections;
  • Other duties as assigned.


  • Managing the regional payroll, approx. 30 staff members. Working with Branch Supervisors to ensure all employees are paid accurately;
  • Calculating, entering payroll data, and submitting it on a bi-weekly basis in a payroll processing application
  • Maintaining payroll records including keeping track of seniority, vacation and sick leave for union & non-unionized staff.
  • Calculating annual salary, employee benefits, and workers compensation figures as part of the annual budgeting process;


  • Grade 12 or equivalent
  • Experience with payroll practices;
  • Organized and detail-oriented;
  • Ability to maintain a high level of accuracy and confidentiality, especially in the areas of financial and employee records;
  • Excellent verbal and written communication skills;
  • Ability to take direction and change priorities in a dynamic, public-facing environment;
  • Ability to work independently, take initiative, and exercise sound judgement;
  • Technologically proficient, including a minimum typing speed of 50 wpm.


  • Familiarity with Robert’s Rules
  • Experience in a library environment
  • Experience with unionized work environments

Library Clerk - Neepawa Branch

The Western Manitoba Regional Library is seeking an individual to fill the role of Library Assistant II in the Neepawa Public Library. The successful applicant will plan and deliver programs for children and youth, plan and set up displays and perform customer service and patron registration functions.

This is a part-time unionized position with the requirement to occasionally work alone in-library and to deliver external outreach services.

START DATE: September or sooner if possible


Up to 19.5 hours per week-

  • Monday or Wednesday: 10:00 – 5:30 pm
  • Thursday: 10:00 – 5:30 pm
  • Friday: 10:00 – 5:30 pm

NOTE: Days and hours are flexible and can be discussed with potential hirees.


  • Minimum of Grade 12
  • Strong people and communication skills
  • Experience creating and delivering programs for children and youth
  • Computer knowledge and proficiency using the Internet; graphic design skills an asset
